Southern Maryland Regional Coalition for Health System Transformation Awarded $200,000 Planning Grant

Prince George’s County, Maryland, May 18, 2015 – The Southern Maryland Regional Coalition for Health System Transformation is pleased to announce that they have been awarded a $200,000 planning grant, by the Maryland Health Services Cost Review Commission (HSCRC) and the Maryland Department of Health and Mental Hygiene (MDHMH), to improve the health of the Medicare population in Prince George’s and Calvert counties. The planning grant will also simultaneously work towards lowering healthcare costs. The purpose of the grant is to increase collaboration between health systems, community hospitals, insurance companies, physician practices, long-term care and other providers, as well as community-based organizations and public health departments. The grant also encourages applicants to develop strategies that get more patients and consumers involved in healthcare decision making and processes.

“Many area hospital CEOs, as well as healthcare leaders, support this innovative coalition, which is in the unique position to improve population health for at-risk patients throughout Prince George’s and Calvert communities,” shares Camille R. Bash, chief financial officer for Doctors Community Hospital. “We are a diverse group of stakeholders that truly understand the challenges facing patients, who are frequently admitted into hospitals, and we have joined together to reduce recidivism with ways to improve their overall health. Population health, much like health care itself, can be a complex business. Yet, this coalition is proof that when we all work together we are greater than the sum of our parts.”

The Southern Maryland Regional Coalition for Health System Transformation includes: Calvert Memorial Hospital, Dimensions Healthcare System, Doctors Community Hospital (lead applicant), Fort Washington Medical Center, the Area Agency on Aging, MedChi – the Maryland State Medical Society, Southern Maryland Integrated Care, LLC, the Prince George’s County and Calvert County health departments, and many other healthcare providers, religious and non-profit partners.

The coalition’s planning work will initially establish programs for high-risk Medicare beneficiaries that are patient-centered, expandable and sustainable. Patients with frequent hospital utilization and emergency room visits will be interviewed so that the right services can be provided to enhance their care and avoid future complications. Community physicians will be engaged to determine the level of electronic health record and health information exchange utilization, current services for chronic care and transitional care support, as well as their willingness to work within a community-wide infrastructure for patient management.

As the coalition works to develop regional models for enhancing population health, the planning process is expected to last for approximately six months. Once a comprehensive plan has been fully developed, the coalition will go back to HSCRC and MDHMH to seek additional funding for execution and implementation.

Certificate of Need Application for New Prince George’s County Regional Medical Center Reaches another Milestone

–Maryland Health Care Commission Dockets RMC Certificate of Need–

Cheverly, Maryland, April 3, 2015 – Dimensions Healthcare System’s Certificate of Need (CON) application for a new Regional Medical Center (RMC) in Prince George’s County has been docketed by the Maryland Health Care Commission, which initiates the formal review process of the CON. The updated application, submitted this past January, included changes made to the design of the RMC, as well as updated responses to standards in the State Health Plan. The original CON application was filed on October 4, 2013.

“We are pleased to hear that the Maryland Health Care Commission has docketed our CON application. I’d like to thank the leadership and staff members of both the Maryland Health Care Commission and Health Services Cost Review Commission for their feedback and assistance,” says Neil J. Moore, president and chief executive officer of Dimensions Healthcare System. “We are optimistic that our CON application will be approved so that we can achieve our vision of transforming health care in this region and improving service to our communities.”

“The new regional medical center in Largo is going to transform health care in Prince George’s County and drive economic development around The Boulevard at the Capital Centre and the Largo Metro Station, as well as increase the number of primary care physicians, specialists and health-related services for our residents,” said Prince George’s County Executive Rushern L. Baker, III. “I want to thank the University of Maryland Medical System, Dimensions Healthcare System, and the State of Maryland, specifically Governors Hogan and O’Malley, for their unwavering support, commitment, and investment in our residents’ health and the quality of life of our communities. Today’s docketing of the Certificate of Need represents years of hard work and preparation. I am confident that this application will be approved and that the regional medical center will quickly come to fruition.”

Chrencik, president and chief executive officer of the University of Maryland Medical System. “UMMS continues to enjoy an ever-strengthening relationship with Dimensions Healthcare System, further advanced by working together to provide enhanced patient care in areas such as cardiac surgery, orthopedics and emergency medicine.”

“Access to quality health care for our residents and growing our local economy are priority concerns for the Prince George’s County Council, and we are certainly pleased at the news that this critical project is taking an exciting step forward with the recent action of the Maryland Health Care Commission on the Certificate of Need application,” adds Prince George’s County Council Chairman Mel Franklin (D) – District 9. “Committed to the health and wellness of our citizens, the Council, in our capacity as the County’s Board of Health, has designated health care as a legislative priority, and we look forward to our continuing partnership with all stakeholders to build a world-class regional medical center, which will ensure that the people of Prince George’s County receive the quality health care they deserve and serve as an economic engine for the new economy.”

The new medical center project is a partnership between Dimensions Healthcare System (DHS), University of Maryland Medical System (UMMS), the State of Maryland, Prince George’s County and the University System of Maryland – as officially designated in a Memorandum of Understanding to meet the healthcare needs of residents of Prince George’s County and Southern Maryland. Project work began more than three years ago with a public health impact study authored by the University of Maryland School of Public Health. The study highlighted chronic health conditions prevalent in Prince George’s County, the need for more than 60 primary care physicians in the county, the benefits of an affiliation with an academic institution in regards to health care delivered in the county and the need for enhanced coordination with county public health services.

Since the release of the study, DHS and UMMS have partnered to strengthen emergency department services throughout DHS, renew cardiac surgery at Prince George’s Hospital Center and bolster orthopedic trauma care. Prince George’s County has also developed a primary healthcare strategic plan to support significant improvements in the health of all citizens and residents of Prince George’s County. The County’s primary healthcare strategic plan addresses physician shortages, access to healthcare services as well as healthcare coordination.

The new regional medical center has received favorable support from community members, businesspersons and legislative leaders in the area. A significant number of Prince George’s County residents leave the county for care and a new regional medical center would provide residents with high quality care close to home. The proposed 231-bed facility will be located on 26 acres in Largo, Maryland, at the Boulevard at the Capital Centre. Following CON approval, groundbreaking for the approximately $645 million project could occur in 2016 with occupation by 2019.
